Imported history from Sherlock Holmes repository

Until this moment, the UCW libraries were developed as a part of the Sherlock
Holmes search engine and they lived in its repository, which unfortunately
contained some proprietary parts. Since the development of Sherlock has stalled
while the libraries are still in active use in other projects, we have decided
to continue developing them separately and keep them in a public repository.

We have tried to preserve as much of libucw development history as possible.
All commits before this tag have been automatically extracted from Holmes's
Git repository. Changes outside the UCW libraries were dropped, the resulting
empty commits and trivial merges were squashed. The history seems to be well
readable, the only catch is that some commit messages contain unrelated
comments (this happens in cases where a single commit touched both library
code and the search engine itself; this is however scarce in recent times).
