Improved building of centrum-sherlock-* packages.

* Added sherlock build system to centrum-sherlock-lib-dev.
* We now use custom INSTALL_*_DIR options to avoid replacing of paths everywhere.
* Resulting .tar.gz contains entire sherlock tree.
