CXL: Code clean-up

- We now pass capability length and revision to functions
  instead of reading them from config space again and again.

- Centralize fetching of the capability.

- Add checks for overrunning capability length.

- Avoid out-of-bounds reads from the array of register names.

- Sort capability list by ID.
